One correction. I thought GW signed an agreement with Iraq about withdrawing before he left office. Obama simply followed up on the agreement made between GW and the Iraqi government. Am I wrong about this?
Secondly, before we jump into the pool again in the Middle East, somebody has to decide if we are going to back the Shiite, Sunni, or the Kurdish factions. We can't play nice with one side in one place and fight the same group in another place. For example, we are fussing about a nuclear arms deal in Iran and some say we can't trust the Iranians. Ok, fine. I get it. At the same time we are joining forces with Iran to combat ISIS. You see, Iran is predominately Shiite while ISIS has Sunni roots.
It's time we realize none of these 'countries' are really 'countries' in the Western sense of the word. Then within the religious factions of Islam there are tribes with flags in which they splinter, dissolve, and/or re-organize without regard to artificial boundaries they had no say in drawing up in the first place.
Actually, Joe Biden understood that from day one of the mess we got ourselves into.

In any event, I don't think it is possible to remove tens of thousands of US combat troops from the country without anybody noticing. The bad guys would have figured it out. The Iraqi government was without popular support among the Sunnis, and was unsustainable. Telegraph, not telegraph, stay 2 years, stay 10 years,,,, the outcome would have been the same.

Agreement Between the United States of America and the Republic of Iraq On the Withdrawal of United States Forces from Iraq and the Organization of Their Activities during Their Temporary Presence in Iraq) was a status of forces agreement (SOFA) between Iraq and the United States, signed by President George W. Bush in 2008. It established that U.S. combat forces would withdraw from Iraqi cities by June 30, 2009, and all U.S. combat forces will be completely out of Iraq by December 31, 2011.

Very true also of much of sub-Saharan Africa.
It is delusional to think that such peoples--especially those devoid of milenia of Judeo-Christian ethos--can suddently understand, appreciate, and propogate Western democracy.
