First of all, how are you going to identify the 'lawful citizens'?  I'm guessing many of the people involved in the rioting were lawful citizens until they did a 180 triggered by this event which may have been the straw that broke the camel's back.

Ok, once we employ a
massive number of police to restore law and order, then what?  We turn Baltimore into a police state?  I'm sure none of us want to see that.

I'll start the list as you suggested I do:

At some point there is going to have to be a restoration of public trust between the police force and the citizens of Baltimore.  Perhaps begin by organizing neighborhood meetings to include the police, the people of the neighborhood (both residents and business owners), elected officials, and anyone else interested in digging deep into the core of the issues that led to the violence.  It's a heavy lift, I understand, but riots have reasons for erupting and until those reasons are addressed we can't sit back, do nothing, and wait for the next one.

Hint... they are not burning down something, assulting police, looting, wrecking police cars, throwing rocks!

Please get off of that horse. That was not what she meant and she declared that on TV. She is a good and decentg person, but people see what they want to see.

That's bullshit and you (we all) know it.  What she said first is exactly what she meant, and her police force followed her orders, she's the boss.  What she said later was her trying to cover her ass.  I don't know how anyone can't see that? She is a criminal, and she should be behind bars, not in public office.
