Hey, Donald has made it clear that he just wants a bill, so that he can claim a victory.
He doesn't care if it covers everybody, some people, or no one at all.
Heck, you could keep the Affordable Care Act, and just pass a law making it illegal to refer to it as "Obamacare", and Trump would be pleased.
