Step 3. Publicly fantasize about China fixing this problem for him.
Wow! Shrewd. I sure am glad that we elected this guy so that we could embark on this bold endeavor. 
I also have to take note that, the guy who posts videos of himself wrestling a CNN criticizes other world leaders for not having anything better to do with their lives. Too funny.
Hey, maybe we can get a twitter account for Kim Jong-un. After all, it keeps our leader from doing anything really destructive!
