I guess that we are going to have to pass the bill to see what's in it, and what it will cost.

This has little to do with actually passing a new healthcare bill, "repealing & replacing Obamacare", or keeping a campaign promise. At this point it is purely D.C. politics. Our esteemed representatives in the house are getting tired of being criticized for their inability to actually do their jobs and participate in a reasonable, rational discussion into ways they can improve the current ACA to better serve their constituents. So, after a lot of backroom arm twisting, cajoling, bribes, and outright threats to their members by the executive branch, they've rounded up enough votes (they think) to pass their version. That way, they can get rid of the bill, sidestep their responsibility, and pass the bill on to he senate so it will be their problem.
Whew ! ! ! Finally they'll be able to get out of town to go home Thursday evening.
Good job guys.
