Yes, because our state legislators are excellent at 'kicking the can down the road'. That's easier than actually sitting down and formulating a solution. They should do their jobs and negotiate a compliant plan before the need for another extension. Eventually, the waivers will end. Then what will they do?

I don't think they kicked the can down the road they are not going to comply!

 
So, they are setting the example for all their constituents that, if you don't like a law or regulation you can just ignore it and not comply with it? As I recall there are 8 states that have not complied with this federal law. All other states have already taken the required steps and comply, or have put into motion the actions needed to comply.

I guess, if the PA state legislators refuse to take the required action, all Pennsylvanians that wish to fly to a different state to visit family, friends, or take the kids to Disneyworld for vacation by 2018 will have to get passports for the entire family.

Like Fred, my wife and I are OK with our passports until 2019 and we will renew them like we have since the 1960's when the expiration date comes around. If you want to travel, you'd better get your passport.

I'll actually back up the PA legislature in this case. I think the feds putting demands on the states to change their drivers licences is just more security theater. 

Let's be clear that the federal government would love to have a national ID card. I do not think it's necessary. I feel that the driver's license in my wallet is more than secure and to get a driver's license or renew a driver's license is a secure process.

Without the extension, state residents would not have been able to use their driver’s license or state-issued ID card to enter many federal facilities after Jan. 30.

The more difficult restriction would begin Jan. 22, 2018, when residents would no longer be able to use those forms of identification to get through airport security.Federal officials, who in October told Pennsylvania and four other states they would grant no more extensions because they had not been making progress to comply with the 2005 law, granted the extension in a letter to the state Wednesday.

Mr. Wolf and legislative leaders had written Homeland Security on Friday asking for an extension and committing to taking action during the new legislative session that started this month.The state maintains it is in “substantial compliance” with the law, which was passed in the aftermath of the Sept. 11, 2001, terrorist attacks. The law requires states to change their driver’s licenses to reduce counterfeiting; to collect identification records when issuing licenses and make them available to federal officials; and to do more thorough background checks on employees issuing licenses.

But the state faces two major hurdles before it can reach full compliance: a state law passed in 2012 that makes it illegal to comply and spending an estimated $250 million to $300 million to replace about 9 million driver’s licenses and 1.4 million photo ID cards at a time when the state is facing severe budget shortfalls.The Legislature passed the REAL ID Nonparticipation Act, sponsored by state Sen. Mike Folmer, R-Lebanon, after concerns about the cost and privacy because critics say the requirements essentially establish a federal ID card. That means the Legislature must repeal that law before the state can take any tangible steps to comply, but no repeal bill has been scheduled for a vote.

I hear ya, Lager.
As a resident of a state that sends more to Washington than we get back, I'd like to push back on the feds.
Especially with that awful man in Washington.
