I believe their decision to do so a combination of public outcry and Trump making his comments. I'm not sure they change their minds on this if Trump doesn't come out and make that statement.
Trump may have helped from getting it to a floor vote, but I think at the end of the day there would have been enough GOP congresspeople who would have followed Ryan's lead and voted against it had it gone to the full House.
