Could Pennsylvania adopt an electoral college system?
Yes they could. But there would be no reason for them to do so. The electoral college, as well as the make-up of the senate should be understood with historical context in mind.
It has little to do with the cost of a popular vote system or efficiency, or the best way to run an election.
Pennsylvania, as well as the other former colonies were separate and distinct political entities since their founding.
In contrast, There was no country called "America". There were the 13 pre-existing entities that became sovereign states at the conclusion of the revolutionary war. The articles of confederation, and later the Constitution were attempts to bring these sovereign bodies into collaboration.
And the price that the smaller states demanded included the electoral college system, and the makeup of the Senate, lest they be completely dominated in this United body of previously equal states.
It was only with the civil war that the federal government reached the size and level of involvement in our daily lives that we would recognize today. It was a transition point from a country conceptualized as These United States, to one thought of as The United States.
