I have been very impressed with the Chief in all the opportunities I have heard him speak in relationship to the Dallas tragedy.
I would make one correction to his comment above. I am not sure we expect them to solve all those problems but they definitely have to deal with them day in and day out.

The Dallas police department has always been rated quite highly as far as police preparation and education.

So, if we accept Chief Brown's statements as true, and I do, we are left with two choices.
1. We can force ourselves and our elective officials to get off our figurative arses and deal with these problems and take some of the weight off the shoulders of police.
Or
2. We could do nothing. Then when any sort of problem or incident with the police arises, dismiss it with a shrug of our shoulders and say, "Whattaya gonna do? Their job is impossible".
Sadly, I think I know which way the country will go.

Let us also point out that philando Castile was none of the stereotypes about drugs and failed schools.
Castille was not a "societal failure".
He was a motorist who had a job, dreams and people who loved him.
And he got killed by a police officer.
We have a lot of problems. The Chief's list doesn't cover them all
