The death of Freddy Gray is a case where the prosecutors thought they could win convictions on emotions alone, facts and justice be damned. Thankfully the judges and juries weren't/aren't stupid enough to play along.

The judge was hindered from all I have been able to read by an inept prosecution in relation to the evidence that they brought forth to support their case pure and simple. If the judge made an error, then the prosecution will have to appeal to a higher court, but I believe they lack sufficient evidence to do so.
