"And The Donald lifted up his hand, and with his rod he smote the rock twice: and the water came out abundantly, and the congregation drank, and their beasts also".
Trump tells California 'there is no drought'
FRESNO, Calif. – Presumptive Republican presidential nominee Donald Trump told California voters Friday that he can solve their water crisis, declaring, "There is no drought."
Speaking at a rally in Fresno, Calif., Trump accused state officials of denying water to Central Valley farmers so they can send it out to sea "to protect a certain kind of three-inch fish."
"We're going to solve your water problem. You have a water problem that is so insane. It is so ridiculous where they're taking the water and shoving it out to sea," Trump said at a rally that drew thousands.
California is, in fact, in midst of a drought. Last year marked the state's driest four-year period in its history, with record low rainfall and snow.
The comments came a day after Trump outlined an energy policy plan that relies heavily on expanding U.S. fossil fuel exploration and reducing environmental regulations.
He held a pair of rallies Friday in Fresno and San Diego as he closed a campaign swing through the west, drawing vocal crowds of protesters, many carrying signs critical of Trump's plan to wall off the U.S. border with Mexico.

"There is no drought." "We're going to solve your water problem.....they're taking the water and shoving it out to sea.". Just how does one cause a "drought" by "shoving" water out to sea? What an idiot.

Make no mistake, Trump is not an idiot. He is a very smart man who has a keen sense of what not so smart people want to hear.
Perhaps that is a bit harsh. Allow me to rephrase.
Trump recognized very early that there are a lot of angry people in this country today. And Trump understands that angry people have no patience for complexity, nuance, or dissenting views.
Angry people want to, first and foremost, affix blame for their problems. Their problems aren't problems because it's a complex issue. No, it's because of those darned _________.
Secondly, the Angry People have no use for experts (AKA people who know stuff). They want to believe that the problems they face are simple, and easily solved once we get whatever villain we've identified out of the way, and install the Tangerine Messiah in the White House.
So, the drought comments are right out of the Trump playbook. In reality, the American West has been plagued with water shortages for decades. It's a low rainfall area that has an exploding population. Water is a limited resource. So, the needs of residents, farmers, ranchers, commercial fisheries, and environmentalists are in conflict. The fact that California has just suffered the driest four years in it's history has created a serious drought.
This is a tough problem.
But, the angry people don't want to hear that. Enter Donald Trump. There is no drought. The only reason that you can't have all the water you want is that your leaders are losers, and those evil environmentalists are letting rivers run to the sea, or something like that. We, of course find this ridiculous. But, the angry people eat it up.
So, think of it. From every issue from ISIS, the debt, wages, healthcare, China, immigration,,,,, the story is the same. Your leaders are losers, and I can easily solve the problem.
So, the Trump manifesto:
People are unhappy. Give them a villain.
Assure them that they are in no way culpable for their problems.
Tell them that their problems have easy, painless solutions.
Tell them that you are in possession of those painless answers.
If you properly affix blame, and establish your strongman persona, you can get away with presenting simple, vague, even idiotic "solutions"
