What will York City schools audit cover?
The York City School District, and all of the turmoil of recent years, will be the subject of a state audit.
The audit will look back to 2010 and will follow up on findings from the last district audit, which was released in 2012, DePasquale said.
What will the audit cover?
Pennsylvania Auditor General Eugene DePasquale on Monday detailed the start of an audit of the district. His office routinely audits agencies, including school districts, about once every five years. Here's what you need to know:The past five years were a time of upheaval in the district. In that time, one superintendent came and went, and the district was declared in financial recovery by the state.The first state-appointed chief recovery officer, David Meckley, led a process that concluded the district's schools should be turned into charters run by an outside company. The school board resisted, and a state move to have Meckley given the power to do so was halted by the arrival of a new governor in 2015.
With the new governor came a new chief recovery officer, Carol Saylor, who's led the formation of a new recovery plan for the district, focused on improving core functions.All of that will be covered in the audit, DePasquale said, including the process that led to the move to turn schools over to charters and why it went away. The new recovery plan will be part of the audit as well, and, DePasquale added, that "as a York County taxpayer, I'm pleased with the direction that is going."
When will the audit be finished?DePasquale said he never issues a timeline. York City School District is bigger than some, he said, but added that it's not as big as Philadelphia, where an audit took a year and a half.But cooperation is key to getting an audit done, he said, and that seems to be coming. District spokeswoman Erin James welcomed DePasquale and said the district looks forward to hearing any ways it can improve or be a better steward of taxpayer dollars.
