Metcalfe, Lawmakers Urge President Trump
to Shield States from Federal Real ID Mandate
Pennsylvania House State Government Committee Majority Chairman Daryl Metcalfe (R-Butler) and 115 other state lawmakers sent the following letter to President Donald Trump in response to the June 6, 2017, federal government deadline to comply with the requirements of the REAL ID Act.
“Dear Mr. President:
“Congratulations on your election to the Office of President of the United States. We look forward to working with you and your administration to make America great again.
“We are writing to you regarding a matter of great concern to a number of Americans—implementation of the federal REAL ID Act—and we are respectfully asking you to work with the states and the U.S. Congress to resolve the constitutional issues that this law has raised and relieve the states of the massive cost that this law has burdened taxpayers with throughout our nation.
“You may be aware that the U.S. Department of Homeland Security (USDHS) made recent announcements regarding the status of Pennsylvania driver’s licenses and non-driver ID cards in relation to the REAL ID Act. In October, USDHS notified Pennsylvania that state residents would face new restrictions in entering federal facilities and boarding domestic airline flights because our driver's licenses and the non-driver IDs issued by our Department of Transportation (PennDOT) are not considered to be in full compliance with requirements established by the federal REAL ID Act.
“While the October announcement indicated that Pennsylvania would not receive a renewed REAL ID extension at that time, the USDHS has since granted the Commonwealth a limited extension. Pursuant to this extension, dated January 19, citizens of the Commonwealth will not be able to use their driver’s license to access nuclear power plants, military bases and secure federal buildings after June 6, 2017. The prior USDHS announcement regarding use of Pennsylvania driver’s licenses to board domestic commercial flights remains in place. Thus, Pennsylvanians will not be able to use their driver’s licenses to get through airport security starting January 22, 2018, unless USDHS provides another extension or announces that the Commonwealth is in compliance.
“While we have concerns regarding the practical impact of these announcements on our constituents’ ability to enter federal facilities and board domestic flights, we also have continuing objections to the REAL ID Act. The Pennsylvania General Assembly voiced its objections to this federal mandate in a very concrete way by enacting Act 38 of 2012, the REAL ID Nonparticipation Act. This law bars the Governor of Pennsylvania and PennDOT from participating in REAL ID. [Note: the vote in the state Senate was unanimous; the state House vote was 189-5].

You know what I find interesting about this letter to president Trump from Pennsylvania legislators urging him not to require Pennsylvanians from obtaining new driver's licenses that would comply with federal ID requirements? I mean, they talk about the cost and inconvenience to the state and the burden that would be on their constituents. Sounds like they are really concerned about their constituents, doesn't it?
Well the curious thing to me is that the authors of that letter, Metcalf & Turzai, were the prime sponsors and advocates for passage of the Pennsylvania house and senate's efforts in 2012 to invoke the voter ID law. And, if you look at the documentation of the recorded votes on passage of that voter ID law, you'll see a lot of the same names voting in the affirmative for that law as signers on this letter against requiring PA driver's licenses to comply with federal ID laws.
That pretty much seems like a conflict to me. When Turzai boasted that the voter ID law in PA would "guarantee" the election of Mitt Romney, he certainly didn't care about the expense or inconvenience that would be necessary for all Pennsylvanians to obtain a voter ID. Mainly because Turzai, Metcalf and their cohorts were attempting to disenfranchise hundreds of thousands of legally entitled Pennsylvanians from voting in the general election. All of the sudden, when the federal government asks that the state bring their driver's license into compliance with security procedures that will lessen the possibility of counterfeiting the document (as 41 of 50 states have already done) our group of state legislative good ol' boys do a 180.
Somebody explain this hypocrisy to me . . . Please.

Phenomenal point Ron. I'm against the federal government sticking their fingers into our licensing process and think Real ID should be dropped.
But the hypocrisy is staggering. The Pennsylvania GOP had no problem trying to spend several million on Voter ID back in 2011-12 but have issues with it now (although the $11 billion figure over 5 years seems a bit bloated, but who knows with the federal gov't these days).
Either way, leave my driver's license alone.

I was wondering about that too.
In fact, I seem to recall them saying how easy it is to obtain "real" ID.
Looks like it's okay to restrict the right to vote but not the 'right' to fly.
