Seems that a county the size of York county would have/should have a county morgue.
It has to be dreadful for family who lose a family member and then have to deal with this wacky set up.

Note: While the following scenarios have actually occurred, some identifying details and chronology have been changed to protect privacy. Each of these scenarios and others similar to them have occurred in York County, sometimes several at once. We are not the only coroner’s office that faces such situations in Pennsylvania, but we are among the few Pennsylvania coroners in a county of our size who face them so regularly, simply because we do not have our own morgue facility.
