Why?
The short answer is that he sees Biden as the most likely 2020 opponent.
And, he sees polls where he (trump) runs just about even with Elizabeth Warren, Kamala Harris and Cory Booker, but running a good six points behind Biden.
So, he has to start tearing Biden down.
