Good article from The Hill. It underscores how many incoming POTUS blame the previous Adminstration for many of their woes. The problem is as Marco Rubio states later in the article is that no matter what you own it now and you need to fix it.
Brandon Rottinghaus, a presidential historian at the University of Houston, said the president’s willingness to cast blame on Obama could backfire and make Trump look weak. “If you’re still blaming the old administration, it means you don’t have better ideas. You just have the microphone,” he said.

Good article.
I think that Syria is a good example of what Rottinghaus gets at in his comment.
Many will condemn Obama for his inaction after the Syrian chemical weapons attack in 2012.
Now, in 2017, we have another chemical weapons attack that has occurred on Trump's watch.
Trump would be wise to show us by deeds that he has a better way. Dumping on Obama for inaction will backfire if all you have is talk.
