District Judge Jeff Joy not allowed to handle criminal cases
With no public explanation, York County President Judge Stephen P. Linebaugh has reassigned all of District Justice Jeffrey Joy's criminal cases to other district justices. In an administrative order filed in the county Clerk of Courts office on April 15, Linebaugh ordered that "no criminal matter shall be heard by" Joy "until further order of the court."Responding to questions by email, Linebaugh wrote, "Judge Jeffrey Joy continues to serve as the elected Magisterial District Judge in District 19-3-04, and he continues to preside over all non-criminal matters in his district."District Office 19-3-04 staff will continue to process all criminal matters in the District, but other Magisterial District Judges will travel to that office to preside over those criminal matters until further direction from President Judge Linebaugh."The Court has no further comment at this time."Joy did not respond to a message left with his office manager on Thursday seeking his comment.

Strictly an observation:
Two other forced recusals from criminal cases in recent decades:
Most recently, Common Pleas Judge Kelly removed from criminal work during the time when he was accused of domestic violence by a public defender paramour.
More distantly, former Magesterial District Judge Paul Walters (Dillsburg area) removed from criminal work when he was charged with DUI.
