So because she did not mention an infusion of cash for infrastructure in her questionnaire for the Senate committee who will be voting on her nomination, this means Trump doesn't plan on following through on trying to do an infrastructure project?
There is absolutely nothing here saying Trump is backing away from his promise, this is just pure conjecture. To be fair, the article doesn't say Trump is backing away from the promise, the article just "speculates" that she may not be enthusiastic for this.
While Trump has backed away from many promises, there is absolutely nothing here to say or indicate he is backing away from this one.

The real problem is going to get a massive spending bill by existing conservative Republicans. IF Trump gets his way with his big tax cuts and increased spending on military the defict will skyrocket and become even more burdensome than currently.
There may be some ways around this, but I suspect the "promise" will be severely paired back. We really need it, BUT the problem is the revenue to pay for it especially with Trump's tax cuts.
We are seeing (as in a LOT of campaigns) the difference between campaigning and actually delivering the goods !

BTW, one more promise that Trump is almost assured to break is the promise of 4% GDP growth for next year, but we will save that for another topic.

Massive spending for the infrastructure is so necessary and how many thousands of jobs for years would it create. Many of Trump's supporters would jump to such an opportunity and in part, why many voted for him. If this does fail it would be a huge disappointment for supporters of Trump and others who placed their faith in him for jobs across the country.

I totally agree it is needed and could be a great thing. I think,however, unless Trump can do something to offset the lost revenue from his proposed tax cuts that this might have a difficult time in Congress. Otherwise our bad deficit gets even worse IMHO.
