Completely agree with you, as evidenced by my response to Tennyson's questions that he asked.
He can't do this an a case-by-case basis, that would be hugely problematic. What I think he is doing (and hope he is doing) is "setting the tone" that his administration is going to be pro-business and at the same time trying to show he is going to try and do what he can to help manufacturing jobs. I think this was done to show people he would follow through on his talk about jobs.
BTW, the tax breaks were done with state funds. This is something that Pence could have given if Hillary was elected President, but do you think Carrier would have decided to forego $65 million in savings for a $7 million tax break? As we said earlier there is more to this deal, whether it is the promise of future federal corporate tax changes for all companies or whether they threatened to tax away the government contracts.

Remember when Trump was campaigning and how he talked about how stupid politicians were for paying incentives to keep companies in the U. S. He went on an on about "the dumb politicians but if he got elected he wasn't going to do this. He would instead charge a 35% tax on the goods the companies were sending back to the U. S. So his puppy, Pence, arranges for the taxpayers of the state of Indiana to hand over $700,000.00 to Carrier to keep jobs in Indiana and Trump holds a rally in Indiana to take credit for keeping the jobs in Indiana and his supporters are cheering him on like he just performed this terrific deed. Well guess what? There are still at least 1300 of Carrier employees to lose their jobs because their plant is moving to MEXICO! It's all for show, folks, a way for Trump to feed his ego one more time.
