On May 17th the Senate unanimously passed the Justice Against Sponsors of Terrorism Act, which authorizes U.S. courts to hear civil claims for monetary damages against a foreign state accused of direct involvement in a terrorist act harming an American citizen in the U.S. Under current law, almost all foreign nations are immune from lawsuits in U.S. courts.
One big problem, IF we negate Sovereign Immunity Laws in the US, guess which nation benefits the most from sovereign immunity - it is the Good Ole US of A ! Someone better rethink this whole thing.

The 'Justice Against Sponsors of Terrorism Act' is window dressing legislation initiated by people in the senate and supported by a bunch of congressmen that want to appear strong against radical Islamic terrorists and may be up for re-election. It's their way to look tough.
The fact that they are ignorant (or just plain stupid) when it comes to international sovereignty immunity doesn't matter to them. It's all about appearances with an emotional issue.
