Education secretary says there's a 'new approach' to distressed schoolsState officials are working to identify a replacement for the York City School District's chief recovery officer, as well as take a new approach to working with distressed school districts, the acting education secretary said Monday.Last week, David Meckley resigned as chief recovery officer for the York City School District, citing opposition from Gov. Tom Wolf's administration to plans that involved converting district schools to charters. Meckley was appointed in 2012 to come up with a plan for the district, which the state had declared in "financial recovery."Pedro Rivera, acting education secretary, said after a budget hearing Monday that the administration "is taking a look at creating a pool of candidates ... to be recovery officers." He said the Wolf administration wants a more comprehensive approach to distressed schools."We're working towards kind of taking a new approach to recovery, and not only a financial approach," Rivera said. He said their approach is to "really invest" in governance, leadership, curriculum and instruction."Part of what we've already been doing, and not specific to York, is really trying to build a cadre of high level, intelligent and deliberate ... education and operations experts."He said the state is working to identify those people, and he thinks they'll be able roll out a new recovery officer for York City soon.

Since the now-former CRO had a tunnel-vision obsession with one solution (turn the entire district into charters) and what appeared to be an infatuation with one charter company (Charter Schools USA) he really had no other choice but to resign.

It's hard to think outside the box when you've limited yourself to one box and only one box.

Now we need to follow the money to answer the question:  Why that Charter Schools USA box?

Especially since they have had less than stellar academic acheivement records nationwide.
