District Judge Jeff Joy, who was criminally charged last August after police said he groped a woman who had appeared in his courtroom and licked her breast, pleaded no contest on Wednesday: a move that allows him to avoid any jail time — but will cost him his job.Joy, 51, of New Freedom, was sentenced to serve two years on probation, in addition to being ordered to pay a $2,000 fine and complete 200 hours of community service.
Under the agreement, Senior Judge Lawrence F. Clark Jr. ordered him to submit his “unequivocal, non-revocable” resignation within 24 hours. Joy will not be allowed to hold judicial office or a position in law enforcement as well.
On March 4, 2015, Joy groped and licked the woman inside her apartment in Glen Rock, after she refused to pull up her shirt for $150, the Pennsylvania State Police said. They first met a few weeks earlier, as she had been subpoenaed as a witness in a case.Later, another woman came forward and reported that Joy had offered to expunge her criminal record and throw out her court fines — if she modeled lingerie, police said.
The Court of Judicial Discipline eventually suspended him without pay from presiding in District Court 19-3-04. The office handles cases filed in parts of southern York County, including: Jacobus; Loganville; Glen Rock; Shrewsbury; Railroad; New Freedom; and Springfield Township.A no contest plea is not admission of guilt. Instead, Joy acknowledged that the prosecution had enough evidence for a jury to convict him.
