Any "plan" without serious tort reform and a ban on direct-to-patient/consumer prescription drug advertising is nothing but smoke and mirrors.

Also, you really need to ban insurance companies from refusing to cover pre-existing conditions.
And, to do that you must have a mandate that everyone buy insurance. Otherwise people won't sign up until they are waiting for the ambulance.
