China pollution: First ever red alert in effect in Beijing
Schools in Beijing are closed and outdoor construction halted as the Chinese capital's first ever pollution "red alert" came into effect.
The alert, the highest possible warning level, was issued late Monday and will last until midday on Thursday.
Limits have been placed on car use and some factories have been ordered to stop operations.
It comes as China, the world's worst polluter, takes part in talks on carbon emissions in Paris.
It is the first time China has declared a red alert under the four-tier alert system, which was adopted a little over two years ago, although pollution levels were far from the city's worst.

Glut of Coal-Fired Plants Casts Doubts on China’s Energy Priorities
DONGXIANPO, China — Just outside the southwest border of Beijing, a new coal-fired power and heating plant is rising in Dongxianpo, a rural town in Hebei Province.

Cranes tower above a landscape of metal girders.When finished, the plant, run by a company owned by the Beijing government, is expected to have a generating capacity of 700 megawatts of power, more than the total of similar plants in Ohio. But whether it will actually be used to its fullest is questionable, despite the investment of $580 million.
That is because the plant is scheduled to come online in three years amid a glut of coal-fired power plants — an astounding 155 planned projects received a permit this year alone, with total capacity equal to nearly 40 percent of operational coal power plants in the United States.
China’s economic slowdown and the government’s pledges to use more renewable and nuclear energy make some of the country’s existing plants and most or all of the 155 new ones unnecessary, according to interviews with officials and scholars.
It seems that any agreement about "Global warming" with China is not worth the paper it is written on?
They are building many new plants that won't be used?

India, Vietnam, and the Philipines are building coal fired plants as well.
This is a huge problem.
As far as any agreement with China not being worth the paper it is written on, that is a concern, But, the concern cuts both ways. With republican lawmakers and presidential candidates saying that they will repeal any agreement obama makes in Paris, in fact denying that climate change even exists,,,,,,, China might very well conclude that no climate agreement with the US is worth the paper it is written on.
